Yes this error happened to me many times... And its because your firestick is on a country different than the ones allowed by the APP you want to download/USE.
Happens alot with Peacock, Hulu and HBO Max, As most of those APPs are U.S. Based. So if you're abroad then you need to change your country settings and payment settings too.
After that delete the Cache and Data of the App in Installed Apps, and then you'll be good to go

AFTER THIS, get into the Manage Installed Apps, Look for "Appstore" and clean the cache and data files

- Go to Settings on your Fire TV.
- Select My Fire TV.
- Select About.
- Select Check for System Update.
AFTER THIS, get into the Manage Installed Apps, Look for "Appstore" and clean the cache and data files
